Enterprise Information Services (EIS) provides statewide IT leadership by maturing enterprise technology governance, leveraging investments in shared services, ensuring transparency, providing oversight, and delivering secure and innovative solutions—enabling state agencies and partner jurisdictions to better serve Oregonians through enterprise technology solutions.

 

As the Fiscal and Policy Analyst for EIS you are responsible for the development and preparation of one or more division budgets and the agency’s budget, which includes preparing the agency’s biennial budget and monitoring agency expenditures throughout the biennium. This position also conducts technical analyses of financial information and a policy & rule advisor to senior management & the Chief Information Officer (CIO.) Identifies potential problems relating to the department’s budget, policies & processes and makes recommendations for changes. You will lead division budget coordinators and provides technical and back up support to the Agency Budget Manager.

What We Are Looking For

Minimum Qualifications:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning budget work. OR;

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification in professional-level evaluative, analytical and planning budget work.

Desired Attributes:

  • Possesses an in-depth understanding of the principles of governmental budgets or accounting and financial reporting.  

  • Good communication skills, the ability to work with diverse groups and individuals, good decision-making skills, the ability to prioritize workload.

  • Demonstrated ability to analyze complex statistics, procedures, policies, and processes.

  • Advanced working knowledge of spreadsheet software such as Excel.

  • Experience preparing and presenting recommendations and reports for a variety of recipients.

  • Experience reviewing, researching, analyzing, evaluating and managing complex budget and policy issues.

 

Preference Statement

Preference may be given to those with knowledge of budget systems such as SFMS, PICS, ORBITS, R*STARS, and CAS.

  • This position is eligible for hybrid work but may not be suitable for full-time remote work. In-office work will be required approximately one day per week. Terms of hybrid work and the work schedule will be discussed and agreed upon with the successful candidate and hiring manager.
