Who you are:
Multnomah County IT is seeking a Senior Business System Analyst experienced to support the emerging business intelligence needs of Multnomah County. In this integral member of the Health Portfolio Team, you will be responsible for collaborating with customers to understand their business needs from a strategic perspective and apply a wide range of technologies to address them.
As a data focused Senior Business System Analyst, you are someone with extensive experience and knowledge of technology, methodologies, tools and processes. You understand how to lead projects and leverage data to assist in designing and implementing effective technology solutions. You use a forward-thinking collaborative design that partners with software developers, customers, external jurisdictions, vendors, and a variety of stakeholders.
In this role:
You will use your talent for developing strong relationships and your IT expertise to analyze current business processes, and to support the migration of data, updating of system interfaces and staff training. You will work in close collaboration with our Business Partners and IT staff, focusing most of your time on defining business needs and system requirements; analyzing business processes; evaluating, testing and configuring systems. You will also play a key role in business case development, production support, and project and portfolio management.
ESSENTIAL JOB FUNCTIONS RESPONSIBILITIES
- Provide analysis in support of data warehouse related agile software development projects.
- Work with customers to translate data related business needs into requirements and technical solutions.
- Document and communicate data warehouse business rules within a complex department organization with many customers.
- Perform complex data analysis and develop SQL database objects including, queries, stored procedures and views as needed in support of departmental data analysis work.
- Collaborate to establish and document processes for maintaining data dictionaries, data flows, business rules, reports and other important BI metadata.
- Develop a thorough understanding of the existing IT BI resources and capabilities and apply to specific customer business problems.
- Develop business cases for customer requests. Work closely with customer and appropriate IT teams to identify benefits, risks and total cost of ownership.
- Direct, organize and lead small to medium projects in the implementation and use of BI software tools and systems.
- May oversee the work of others: customers, peers, and other team members
- May provide customer training on SQL and/or other BI related tools.

Minimum Qualifications/Transferable Skills*:
- Bachelor's degree (in lieu of degree, equivalent years of experience will be considered)
AND
- 3 years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7 years of qualifying training and/or experience).
- Advanced knowledge or skill in SQL Server T-SQL including queries, stored procedures and views.
- Ability to pass a criminal records check.

Business Intelligence/Decision Support Knowledge
- Advanced knowledge and skill in business intelligence technologies such as data integration, data quality, data warehousing, master data management, and data analytics.
Business Analysis / Product Delivery in a Business Intelligence Environment
- Advanced knowledge and skill of reporting features in tools such as Tableau and SSRS (SQL Server Reporting Services).
- Working knowledge and skill of reporting features with Power BI.
- Working ability to audit and assess validity of data in BI/BW systems and recommend system and/or business process changes to improve data integrity.
Research and Data Analysis
- Working knowledge and skill of SQL to write and execute queries.
- Advanced knowledge and skill creating custom data extracts for internal and/or external researchers and health organizations.
Systems, Tools and Methodologies
- Working Knowledge and Skill - Azure Cloud Technology including Azure Boards and Azure DevOps.
- Advanced knowledge and skill using Agile methodology in delivering custom complex business systems.
- Advanced knowledge and skill of data modeling to transform business data and processes into their appropriate logical application system representation.
- Expert knowledge and skill using Software Lifecycle Development Methodologies to deliver custom developed complex business systems.
Customer and IT Services
- Advanced Knowledge and Skill - Security & Privacy Protocols (HIPAA, SSL, User & File Security).
- Thorough knowledge of Information Security, audit, and regulatory guidelines.

- Advanced knowledge of business intelligence and data warehousing concepts.
- Working knowledge and skill of reporting features in Snowflake.
- Intermediate skill managing multiple small to medium sized projects.
- Experience with Tableau Desktop (and/or other data visualization tool).
- Business systems analysis experience within the healthcare industry.
- Business systems analysis experience with healthcare related analytics and data warehouses.
- Strong communications skills, both oral and written.

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-B1 visas.
Type of Position: This is an hourly, AFSCME Local 88 union-represented position and is eligible for overtime.
Location: This location is officially the Multnomah Building, 501 SE Hawthorne Blvd. Suite 400, Portland, Oregon, 97214.
Schedule: Monday - Friday 8:00am - 4:30pm. There is flexibility with the start and end times. Alternative schedules may be available on request.
Serving the Public, Even During Disasters
Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response to support the critical needs presented by our communities.
